
What is Early Head Start?
Early Head Start is a program which offers an array of services to pregnant women, newborn to three-year-old children and their families. This is a federally funded program.
Who is Eligible?
Income eligible families in Steuben and Yates Counties
Income eligible pregnant women
Income eligible families with babies and/or toddlers
Services are also available to children with disabilities
Services are free to eligible families
Goals
To promote the positive growth and development of young children
To ensure the physical and mental health of children and families
To foster good attachment and positive relationships between children and parents
To promote positive parenting by mothers, fathers and caregivers
To promote educational opportunities for families
To promote independence and self sufficiency for families
To provide information to encourage positive community involvement

Assistance in accessing health, dental and mental health services

Referrals and assistance accessing vocational training, literacy training, GED classes, Social Services and Early Intervention
Parents as Teachers Born to Learn Program
Early Head Start Mission Statement: "The overall goal of Early Head Start is to bring about a greater degree of social competence in the young children of low-income families. Social competence refers to the child's everyday effectiveness in dealing with both his or her present environment and later responsibilities in school and life. It takes into account the interrelatedness of cognitive and intellectual development, physical and mental health and nutritional needs.
